Oregon City Loosens Up on EMCs

On Tuesday, ISA staff testified before the Milwaukie, Ore., Planning Commission along with a member of the Northwest Sign Council on new regulations for electronic message centers. As a result of this joint industry effort, the commission came up with some positive proposals, including an increase in the allowable square footage for EMCs from 25% to 50%, a reduction in the change rate from three hours to two minutes for EMC signs over 20 square feet and to a 15-second change rate for those under 20 square feet, the removal of unreasonable shielding requirements, and adoption of ISA’s EMC nighttime brightness recommendations. Milwaukie joins dozens of other jurisdictions across the country that are using ISA’s EMC brightness recommendations to solve the issue of excessive nighttime illumination for digital signs.
